Angela K. Shen, ScD, MPH Retired CAPTAIN from the US Public Health Service, Adjunct Associate Professor in the School of Medicine, and Senior Fellow at the Leonard Davis Institute of Health Economics University of Pennsylvania. Dr. Shen is a vaccine policy expert and health services researcher with over 25 years of experience, specializing at the intersection of policy and practice in health disparities, access to immunization services, vaccine confidence, barriers to innovation, and global health. She has an extensive publication record of over 100 peer-reviewed manuscripts and opinion pieces and when she was a regulator she licensed over 10 biologic products, including four vaccines. She serves on several volunteer boards including Voices for Vaccines and the Pennsylvania Immunization Coalition and is the Chair of the 2024 National Conference for Immunization Partnerships and Coalitions. Dr. Shen is also a public health consultant working on improving access to routine and COVID-19 vaccines and strengthening immunization infrastructure. Most notably, she is the Co-Girl Scout Troop Leader of Troop 544 in Wayne, PA.
